1. Assessment of the whole project period:
1.1quality and relevance of project planning.
The whole project was well planned to build a sense of community needs, improve performance and minimise risk of failure. the resources needed in terms of human, material and financial were determined. The stakeholders were identified and their role in the project through analysis was determined. It is this realistic plan that helped the direction of the project execution to the logical end though the execution wasn’t smooth as envisaged.
1.2 implementation ,of the project
The project was implemented following the schedule or timeframe. It required managing the resources that were available efficiently and effectively with the view to achieve the set objectives, use the project resources well and get impacts.
To realise the project an operational plan and Gantt chart were put in place, administrative, financial and logistics procedure were developed. The resources were managed through control organization, co-ordinating and monitored. The continues gathering of data regularly helped in making discussions and adjustments which improved the project and reduce problems encountered.
1.3 Participation of the target group/beneficiaries
The project identification is done in the community with the beneficiaries to address the felt needs of the people so that resources are used for the right purpose, self-help initiative and to promote sustainable development. The beneficiaries are involved in the training programme and in the eventual execution of the project through mediation, reconciliation processes..
1.4 Monitoring of the project.
The operational plan provides the opportunity for monitoring the activities, process indicators,inputs. The visit in the field is done with the peace volunteer collaborators who work with the beneficiaries, and this create room for verification of the field achievement. In these visits meetings are held with the beneficiaries where reflections and observations are made towards adjusting what is not going correctly.
1.5 Evaluation
Evaluation is carried to access impact indicators of the project. This helps the organization to know if the indicators have been obtained and if not, realise what went wrong and how. What efforts and what resources can be put in to adjust. What were the things that really went well. What are the things that went wrong. What impact (positive, negative) has the project on the target population. Our evaluation revealed that the target population has realised the negative impact of violent confrontation. With training and techniques in alternative skills in confront management and control incidences of violent confrontations have been reduced. Cordiality and understanding is very common, and calm and mature behaviour is very common.
Assessment of project management and financial management.
EMPED-foundation has been able to manage the project through the management plan put in place. The participatory working system enables each staff to be part of the execution of the whole project. There are regular reflection meetings where decisions are taken and field activities arranged and those to carry out the activities. The logical framework is strictly followed in the implementation of the project.
In terms of financial management, there were successes as well as failures. The finances of the organization are preserved at the bank and withdrawn on demand. When withdrawn, the accountant stores it and detail expenditure in accordance to the project activity is made. The Accountant assigns some staff members to carry out purchases of materials for project execution.
3) Assessments to what extent.
3.1 Project objective/goal are achieved.
The main objective of initiating dialogue and the disputing communities to accept a peaceful option through a neutral third party was achieved for the project –Farmers / Grazers Conflicts in Wum, Menchum Division. Also the selected communities were trained in non-violent transformation of conflicts. All those trained, peace volunteer collaborators (PVC's) as we call them work with their communities to put in place peace plan of action which has been followed in communities to produce positive results e.g. Wum Central and Fungom Sub-Division..
The main goal was to cause disputing communities accept their farming / grazing land boundaries so that living standards be improved for development strives. The current situation analysis in Wum Central and Fungom Sub-Division is geared towards demarcation of lands between farmers/grazers and a proper workshop on land tenure system, community property and mixed farming. Besides, an external office is expected to be set up in Wum for consistent intervention and monitoring. It is clear that the goal is partially being achieved; It is a matter of time and sufficient funds for full realisation of the goals to be obtained.
3.2 The overall objective and overall goal have contributed greatly in the partial positive changes that are taking place in the target communities who have been able to identify their problems, root causes as well as effects that has undermined sustainable peace and development within their communities.
4 Assessment of The Impact Of The Project With Reference To:
4.1 Target group/beneficiaries
The immediate beneficiaries of the projects have gained experience in conflict management techniques. They have equally learnt alternative ways of resolving conflicts. There is partial relative peace in Wum Central and Fungom Sub-Division. The communities appreciate first, the crisis management carried out by EMPED-Foundation as remedy against violent confrontations and casualties, apprehension and detentions, state-of-emergency, non-collaboration by Administration with farmers, poverty and poor health.
4.2 Gender
The whole project was participatory gender sensitive allowing both women/men play their respective role in the execution of the project. However, the participation of women in training programme was between 60 -65 %.
4.3 Broader project environment/project area/country etc.
The partial management of conflict between farmers/grazers in Wum Central and Fungom Sub-Division made the neighbouring villages of Kuck and Lake-Nyos camps to development interest for us to have their conflicts resolved. Again trained Peace Volunteer Collaborators have been nominated and are working with the communities for field intervention and sensitization on peace issues as an amicable means of calming down tension in conflicts. Our status in peace maintenance in the north west in particularly and Cameroon in general is not doubted – this fact can be testified by our results and the Award of certificate in peace work by the Post International – copy attached.
4.4 The strong point for this project is the training of peace volunteer collaborators who will remain in the communities for eventually resolution of minor emerging conflicts. The training of traditional and municipal councillors will help in the efficient and effective management of these institutions because less conflict will exist, if finally, demarcation proper and field mediation is done.
EMPED-Foundation as an indigenous NGO carries out field visits and consistent monitoring of peace processes in the target communities. There exist plan of action by the communities who are using the experience and knowledge gained from the programme, supervised by the peace volunteer collaborators (PVCs) of the areas, to promote sustainability of the this project.
